 The issue of energy security is on the agenda of many countries. However, the policy debate on energy security often focuses on the issue of reducing a country’s energy dependence rather than energy security. In any case, both dimensions seem to be of equal relevance to Belarus.
The scale and the magnitude of the energy security challenge has been recognized by the Belarusian government. Its efforts to address the challenge have hitherto concentrated on modernizing the energy sector and reducing energy consumption. However, the implementation of this policy has been hampered by a lack of financial resources and sectoral reforms and by the non-market status of Belarus’ energy enterprises and the legal framework governing relations in the energy sector. What is therefore required is a comprehensive sectoral reform that would involve private investors as well as technical assistance from international organizations.

 On 5-6 July, 2010 a Conference of the National Forum of Belarus’ civil society was held. The National Forum is an important part in the overall mechanism of civil society participation in the Eastern Partnership initiative. It has been designed to bring together and consolidate civil society positions at the national level, to elaborate the general strategy for the participation of Belarusian civil society representatives in the Eastern Partnership Civil Society Forum (CSF) and to advance substantive proposals on taking this initiative further.
Additionally, the National Forum is entitled to recommend organizations for participation in the general Civil Society Forum to be convened on 18-19 November, 2010 in Berlin. Belarus has become the second after Armenia member-country of the Eastern Partnership (EaP) that has shaped a relevant national platform for civil society.

 On 24th of June 2010, the European Training Foundation in cooperation with the Delegation of the European Union to Belarus and the Office for Democratic Belarus (Brussels, Belgium) organised a joint seminar entitled “Interaction between the Labour Market and Education in Belarus”. The aim of the event was to present an independent study conducted by The European Training Foundation and to further discuss it with the experts from local government institutions such as The Ministry of Labour and Social Protection, local and regional NGOs.

 A round table discussion, entitled "Environmental policies of the European Union and Belarus: Sharing Experience" took place in Minsk, Belarus, on 4 June 2010. The event was organized by the Office for Democratic Belarus (Brussels, Belgium), in partnership with the Delegation of the European Union in Belarus. It is part of a larger programme, “Facilitating the European way of development for Belarus”, which was launched in 2008 with the support from the Swedish International Development Cooperation Agency (SIDA) and the Ministry of Foreign Affairs of Denmark. Among participants of the event were representatives of Belarusian state authorities, non-governmental organizations working in the field of environment, and foreign diplomats.

 On the invitation of the Office for a Democratic Belarus, a group of Belarusian experts on transport visited Brussels on May 17-21, 2010. The delegation that consisted of two former Ministers of Transport of the Republic of Belarus, Assistant Professor of Logistics and Pricing Policy of the Belarusian State Economic University, Head of the Auditing Department of “MinskTrans” – the largest public transport company in Belarus - and a Board Member of the Belarusian Union for Transport Workers participated in a training course: “EU Transport Policy: Sharing Knowledge with Belarus"
During the visit, the delegation had the chance to meet key European experts on transport, Belarus and the region and visit various EU institutions and regional and international transport associations based in Brussels. They visited the Council of the European Union and the European Commission’s Directorate-General (DG) for Transport and Mobility, DG Research and DG for External Relations. In addition, the delegation held meetings with representatives of the International Union for Public Transport (IUTP), the European Transport Safety Council (ETSC), the Head Office of European Cities and Regions Networking for Innovative Transport Solutions (POLIS), and the STIB, the largest Belgian urban public transport company.

 On March 15-18, on the invitation of the Office for a Democratic Belarus, a group of Belarusian experts in environment visited Brussels, Belgium. The delegation, which consisted of experts from the Hrodna regional Committee for Natural Resources and Environmental Protection, the Sakharov International State Environmental University (Minsk), representatives of the Belarusian NGOs working on environmental issues as well as relevant business organisations and journalists, took part in a training course “EU Environmental Policy: Sharing Knowledge with Belarus”.
During the visit, the Belarusian delegates had the opportunity to meet key experts on environmental issues and the region at the Directorate-General (DG) for Aid and Cooperation, DG Research and DG Environment of the European Commission.

 “Strategies for alternative energy development in Belarus need a sound policy and not a ‘miracle’ energy source”. This was the dominant theme at the second session of the Energy Club, which was held in Minsk on 11 March 2010. Experts from Belarus and the European Union discussed the latest trends in the development of alternative energy sources in the European Union and debated how the EU experience can be applied to enhance energy security and energy efficiency in Belarus. Professor Philip Peck from the Lund University (Sweden) presented a report on the institutional and public policy aspects of the development of alternative energy sources. The report focused on how restructuring of the energy sector, particularly the transition to decentralized combined heat and power generation, makes economies more flexible in utilizing the domestic energy resources such as agricultural waste and peat. The debate that followed featured presentations from entrepreneur with an interest in the development of alternative energy sources, researchers from the International Sakharov Environmental University, the National Academy of Sciences of Belarus and the Belarusian State University of Informatics and Radio-electronics.

 Round table on questions of cooperation between Belarus and EU in the field of higher education took place in Minsk on February 6.
It presented an opportunity for extensive discussion on EU-funded programmes that are currently opened for Belarus and the projects that are being implemented in their framework. In addition, Belarusian and EU experts exchanged their views on formal and informal education, crisis of higher education and the need for reforms in this sector, as well as problems related to protection of the intellectual property in Belarus.
Among other topics, participants of the event from leading state and private universities of Belarus, the Ministry of Education, various non-governmental organisations and think tanks, experts of the European Commission and journalists actively discussed the issue of Belarus' readiness for joining the Bologna process.

Conference ‘Belarus’s Path in Europe’ concluded with the final panel ‘The Way ahead: The Eastern Partnership as a framework for Belarus-EU relations’.Jean-Eric Holzapfel, Charge d’affaires of the European Union to Belarus, stressed that Eastern partnership is neither anti-Russian nor is it intending to ‘Europeanize’ Belarus. He reminded that since 2008 Belarus has a window of opportunity for collaboration with the EU in five key areas.
